Vendor and Bidding Information
The City of Clay is committed to a fair, open, and competitive purchasing process. In accordance with Alabama law, the city follows state competitive bid requirements for applicable purchases of goods, services, equipment, materials, labor, and public works projects.
Bid Requests
A bid request is a formal or informal notice the City issues when it needs to purchase goods, hire services, or contract work. Vendors on the bid list are invited to submit a price and qualifications for the opportunity. The city then reviews all responses and selects a vendor based on the criteria outlined in the request.
This process ensures the city is getting fair, competitive rates and giving local and regional vendors a chance to compete for the work.
How the Bid Process Works
Formal bid solicitations are issued for purchases subject to Alabama's competitive bid laws. Each solicitation includes purchase specifications, submission deadlines, and bid opening details. Bids must be complete and received by the stated deadline — late or incomplete submissions may not be considered.
Contracts requiring formal bids are awarded to the lowest responsible and responsive bidder, unless another lawful method applies. Public works projects may carry additional requirements, including bonding, licensing, and insurance.
For purchases that do not require a formal sealed bid, the city may request informal bids, written quotes, or proposals by email, phone, or other methods. Factors considered include price, availability, qualifications, experience, and service quality.
The City of Clay Bid List
The city maintains a bid list of vendors, contractors, suppliers, and service providers who wish to be notified of purchasing and bid opportunities. Being on the bid list:
- Keeps your business informed of upcoming formal and informal bid opportunities
- Helps the city maintain a competitive pool of qualified vendors
- Gives local and regional businesses a chance to participate
- Supports transparency and responsible use of taxpayer dollars
Inclusion on the bid list does not guarantee a contract and does not replace the requirement to submit complete, timely responses to bid or quote requests.
Vendor Responsibilities
- Keep contact information current with the city
- Identify the specific categories of goods, services, or work your business provides
- Review each bid or quote request carefully and follow all instructions
- Meet all deadlines and submit required documentation (licenses, insurance, bonds, certifications)
Vendors who repeatedly fail to respond to solicitations may be removed from the bid list.
